Promoting LGBTQI-inclusive education

Young people and children who are lesbian, gay, bi, trans, queer and intersex (LGBTQI) – or are perceived to be – experience higher rates of discrimination, violence and bullying in schools. This deeply impacts their wellbeing and mental health, as well as their ability to succeed. Safe and inclusive schools and learning environments as well as protective legislation aren’t optional; they are essential to guarantee their fundamental right to education.
IGLYO has released the 3rd edition of their LGBTQI Inclusive Education Index, Map and Report, which aims to help European governments and civil society organisations to promote LGBTQI-inclusive education and ensure equal access for all pupils.
IGLYO’s new education website includes:
- An scoring the 46 Council of Europe Members (as well as Russia, Belarus and Kosovo*) according to a set of 10 education indicators, illustrating the extent to which each country has developed LGBTQI-inclusive education laws, policies and practices.
- A providing an in-depth account of the situation on LGBTQI-inclusive education in 49 European countries.
- A allowing to compare several countries’ scores in each of the 10 indicators.
- A gathering measures laws, policies and programmes implemented by governments and civil society organisations to create safer and more inclusive education systems for LGBTQI children and youth across Europe.
- A resource library(coming soon) with resources and publications around the topic of LGBTQI-inclusive education
While some countries have taken significant steps to foster LGBTQI-inclusive education, many others have failed to implement even the most basic protections. Now is the time to listen to the experiences of LGBTQI learners. To draw courage from the communities and educators already doing this work. And above all, to create safe and inclusive education environments for all.

In the past, IGLYO also published other guides that provide concrete guidance to schools and teachers:
- is aimed at teachers in primary and secondary schools across Europe. The guide provides examples of classroom activities, strategies for creating a safe and inclusive learning environment and guidance on how to respond to situations that may arise in school.
- The help develop a whole-school approach to prevent homophobic and transphobic bullying. It gives insight about the choice and use of inclusive learning materials, implementation of anti-bullying policies and democracy at school.
* This designation is without prejudice to positions on status and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.

This is a very interesting project with a well-developed methodology, indicators and resources. The report is based on robust evidence and gives an in-depth account of the current situation on LGBTQI-inclusive education in 49 European countries; it can have a significant impact in EU countries when it comes to LGBTQI+ inclusion.
