Minister for a day – the Council simulation

Would you like your students to learn by doing and take an active role in class? The Council of the European Union's simulates a Council meeting, allowing students to step into the shoes of national ministers to present their countries' position, and negotiate with the other EU countries.
The simulation is a hands-on experience of EU decision-making for secondary school pupils and university students aged 16 and older.
It helps teachers, university lecturers and education professionals explain how the 27 EU countries work together in the Council of the EU, while also allowing the students to practice crucial horizontal skills, such as public speaking, negotiation, and active listening.
The simulation can be played by groups of 20 to 50 people, and it takes at least 120 minutes to play.
It comes with:
- a manual for the teacher/moderator, illustrating how to organise the game and assign roles
- 29 country sheets to be distributed to the participants, and
- a supporting PowerPoint presentation including notes for the moderator that can be projected during the simulation (optional).
