Input paper on special educational needs

The input paper was prepared by the European Agency for Special Needs and Inclusive Education (EASNIE) for the European Commission’s working group Equality and Values in Education and Training.
The document presents three key components of an equitable and inclusive education system: the role of specialist provision within a continuum of support; the use of flexible funding and resource allocation models; and the use of targeted measures to support diverse learner needs. These key components are supported with relevant examples of European policy and practice.
