Shape the EU Action Plan on cyberbullying!

The European Commission is gathering public input for its upcoming Action plan against cyberbullying as part of a broader effort to create a better, safer online world for children and young people. Everyone — including young people, educators, parents, public authorities, and civil society— is invited to share experiences and suggestions. This is your opportunity to help shape practical measures to make online environments safer and more empowering for young people across the EU!
Why it matters
Cyberbullying seriously impacts wellbeing and mental health as well as academic achievement, especially among young people. One in six adolescents in the EU report being victims, while one in eight admit to engaging in bullying behaviour themselves. The upcoming plan will focus on the protection of minors, while also considering other elements of cyberbullying, such as the gender dimension and the heightened vulnerability of certain groups of youth up to 29-years-old.

Launched on 22 July 2025, the public consultation and accompanying call for evidence will inform the EU Action Plan on cyberbullying, expected to be adopted in early 2026. It supplements existing EU policy tools such as the , the , and the implementation of the

The consultation runs until 29 September 2025. It takes around 20–25 minutes to complete and is available in all EU languages. A child friendly version of the consultation will be made available via the in September, to ensure voices of younger users are heard too.
