Teaching mathematics for success: data-driven analysis

A European Commission report analyses effective strategies for improving pupils’ mathematics competences, using existing research and original analysis.

reviews the evidence on what policies work well and which work less well to improve pupil achievement in mathematics. PISA 2022 data are used to investigate the impact of digital resources on pupils’ mathematics test scores. 

An examination of existing studies identified ten categories of mathematics strategies: 

  1. technology-aided instruction 
  2. tutoring programmes 
  3. class size reduction 
  4. curriculum 
  5. assessment types 
  6. homework 
  7. supplemental time 
  8. problem-based learning approach 
  9. manipulatives and multiple representation instruction 
  10. parental involvement measures 

 

The findings emphasise the effectiveness of tutoring and explicit instruction for pupils with learning difficulties. However, the review and PISA analysis both question the benefits of digital technologies for improving mathematics outcomes, as no clear positive link is found between digital resource use and test scores.  

The analysis suggests that pupils achieve higher scores in schools where teachers receive professional development support for integrating digital tools into mathematics instruction, which reinforces the value of supporting teachers to build confidence with technology.
